The Department for Energy Security and Net Zero (DESNZ) recently confirmed that a new consultation on the Energy Company Obligation (ECO4) and the Great British Insulation Scheme (GBIS) is expected to be released in the coming weeks. This consultation will bring several new proposals designed to refine these energy efficiency programs.
What Will the Consultation Include?
The upcoming consultation will include several key proposals to improve ECO4 and GBIS. Some of the highlights include:
- Updated Legislation: ECO4 and GBIS legislation will be updated to align with the latest PAS 2035/2030 standards from 2023.
- Loft and Cavity Wall Insulation: Introduction of the option to install both loft and cavity wall insulation in the same property under GBIS.
- TrustMark Licence Plus: Introducing a TrustMark Licence Plus for loft insulation and heating controls when paired with loft insulation under GBIS.
- GBIS Targets: Allowing delivery under ECO4 rules to count towards a supplier’s GBIS targets, increasing flexibility.
- Smart Thermostats: Smart thermostats can be installed alongside insulation measures in low-income homes for GBIS.
- Pay for Performance: A new approach that will reward actual energy efficiency improvements using Smart Meter Enabled Thermal Efficiency Ratings (SMETERs).
What Are ECO4 and GBIS?
ECO4 and GBIS are government initiatives designed to improve the energy efficiency of homes across the UK. They particularly focus on houses with an EPC rating of D or worse. Primarily targeting low-income households, they offer essential energy efficiency upgrades that may otherwise be out of reach for these families. Homeowners can access measures like improved insulation, energy-efficient boilers, and green heating systems at a heavily discounted rate – or sometimes completely subsidised.
By targeting homes most in need of energy improvements, ECO4 and GBIS help lower energy bills and reduce carbon emissions. Thus, the nation’s houses become warmer and more energy-efficient for those who need it most.
This consultation offers an exciting opportunity to further improve the energy efficiency of UK homes, making them warmer, greener, and more affordable for everyone. Keep an eye out for its upcoming release!
